Continuous Professional Development Program

In addition to the mandatory training courses which officers attend after every 4–5 years, BCSA has introduced a new initiative of short (2–5 day) workshop‑style courses to update and upgrade the skills of officers in key components, e.g., strategic approaches to policy decision‑making. Designed in collaboration with the Center for Economic Research in Pakistan (CERP), Lahore – a premier institution known for its evidence‑based policy research – this workshop was held at BCSA on May 21–22, 2025. In this workshop, 34 officers from various departments of Government of Balochistan participated and developed the following skills:

    1. Strategic policy analysis– framing complex public problems within multi‑sectoral and long‑term perspectives;
    2. Evidence‑based decision‑making– integrating quantitative and qualitative data to evaluate policy alternatives;
    3. Collaborative governance– facilitating inter‑departmental dialogue and consensus‑building under resource constraints;
    4. Adaptive leadership– responding to emergent policy challenges with agility and ethical reasoning; and
    5. Impact assessment– designing measurable indicators to monitor policy outcomes and adjust interventions dynamically.

These competencies directly address the evolving demands of public administration in Balochistan, bridging the gap between periodic mandatory refreshers and the need for just‑in‑time skill upgrading. What makes this initiative a compelling investment is its demonstrable return: within only two days – and leveraging CERP’s rigorous research methodologies – a cohort of mid‑career officers acquired actionable tools that can reshape policy formulation and execution across provincial departments. By hosting this workshop directly at BCSA (reinforcing institutional ownership and logistical efficiency) and co‑designing it with a nationally respected research partner, BCSA not only enhances individual performance but also builds institutional resilience. This positions BCSA as a catalyst for evidence‑led, agile governance in the region. For any public sector organisation seeking to maximise training impact with minimal disruption, this workshop model – combining local administrative insight, CERP’s academic rigour, and in‑house delivery at BCSA – offers a proven, scalable blueprint.
