Dr Hafeez Ahmed Jamali
Director General
Dr Hafeez Ahmed Jamali is a civil servant and scholar with a diverse experience portfolio spanning the academia, government, and non-profit sectors. He holds a Master’s degree in Public Administration from the University of Victoria, Canada, and a Ph.D. in Social Anthropology from the University of Texas at Austin, USA.

Dr Hafeez Ahmed Jamali is a civil servant and scholar with a diverse experience portfolio spanning the academia, government, and non-profit sectors. He holds a Master’s degree in Public Administration from the University of Victoria, Canada, and a Ph.D. in Social Anthropology from the University of Texas at Austin, USA. His doctoral research examines how the Federal Government’s investment in mega development projects such as transnational gas pipelines and commercial ports have affected the lives and transformed the political perspectives of the local people in Balochistan Province.
He joined the Balochistan Civil Service in 1999 and has held the positions of Assistant Commissioner, Deputy Secretary, and Director Archives in the Government of Balochistan. Before assuming this current role as DG BCSA, he served as founding officer of the Government of Baluchistan’s Camp Office in Islamabad and the Coordinator of the CPEC and PPP Unit in the Planning and Development Department, Government of Balochistan. He has represented the Government of Balochistan as Focal Person for Federal Government ministries, divisions, and attached departments, and represented the provincial government at CPEC Joint Working Groups and the Joint Coordination Committee in Pakistan and in China
Dr Jamali’s research focuses on the anthropology of infrastructure and globalization, the history and contemporary dynamics of Indian Ocean Trade, and the politics of identity and place in Balochistan Province (Pakistan). He has been a Visiting Research Fellow at Centre for Modern Oriental Studies (ZMO), Berlin, Germany where he delivered public lectures at ZMO, Berlin as well as in Centre for Development Studies (ZEF), Bonn University, Germany. He has published several research papers and book chapters focusing on the history, politics, and society of Balochistan and the connection of the local communities and events in Balochistan with transnational commercial and intellectual networks. His research is regularly cited in local and international media platforms such as Dawn, The News, and the BBC. His teaching experience started at the University of Texas in Austin, where he continued his affiliation with the varsity as Assistant Instructor in the Department of Anthropology. He subsequently taught in the Social Development and Policy Department of the School of Arts, Sciences, and Humanities at Habib University (HU), Pakistan. He also served as head of the Interdisciplinary Development Research Centre (IDRAC) at HU where his efforts centred on research and public engagement on social development issues in Pakistan, within the broader context of South Asia. .

Dr. Khalid Khan
Chief Instructor
Dr. Khalid Khan earned his Doctorate Degree from Huazhong University of Science and Technology in Wuhan, P.R. China. He holds M.Phil and Master’s degrees from the Applied Economics Research Centre (AERC) at the University of Karachi and the University of Malakand, respectively. His doctoral dissertation was centred on macroeconomics, specifically focusing on consumption hypotheses.
Dr. Khalid Khan

Currently, Dr. Khalid Khan has authored and co-authored more than 20 research articles that have been published in reputable Pakistani and international professional journals, spanning the fields of macroeconomics, agricultural economics, and development economics. Additionally, he has had the privilege of presenting his research findings at prestigious national and international conferences dedicated to the fields of macroeconomics and development economics.
Dr. Khalid Khan has had the honour of serving as a member on various committees related to curriculum development. These affiliations include the Department of Economics and Development Studies at the University of Swat, Swat (2022-24), the Department of Economics at the University of Jhang (2020-23), the Department of Economics at the University of Turbat (2020-23), and the HEC National Curriculum Review Committee in Economics (2013-13) and (2018-22). He has also received professional training from international institutions, including the International Poverty Reduction Centre in China (IPRCC) in Beijing, China, the Egyptian International Centre for Agriculture (EICA) in Cairo, Egypt, and the Charles Wallace Visiting Fellowship Programme at London Metropolitan University, UK.
Throughout his career, Dr. Khalid Khan has dedicated over 16 years to academia. During this time, he has held various positions such as Lecturer, Assistant Professor,
Chairperson, and Associate Professor of Economics at the Department of Economics, Lasbela University of Agriculture, Water and Marine Sciences in Uthal, Balochistan, as well as at the Balochistan University of Information Technology, Engineering, and Management Sciences (BUITEMS). His notable contributions during this tenure include successfully initiating and establishing MS and PhD programs within the Department of Economics at LUAWMS, significantly contributing to its growth and academic advancement.
Dr. Khalid Khan has provided supervision and co-supervision to more than 25 MS students and 2 PhD students. Additionally, he has received research grants from prestigious institutions such as the HEC Islamabad, USAID, PRIDE, the World Bank, and ORIC LUAWMS.

Ms. Shabana Sultan
Directing Staff (Training & Program)
Professor Shabana Sultan holds a prominent position within the Colleges and Higher Education Department, currently serving as the Directing Staff (Training & Program) at Balochistan Civil Service Academy. She holds a postgraduate degree in Urdu literature from University of Balochistan alongside the impressive achievement of being a gold medalist in B.Ed.
Ms. Shabana Sultan
Professor Shabana Sultan holds a prominent position within the Colleges and Higher Education Department, currently serving as the Directing Staff (Training & Program) at Balochistan Civil Service Academy. With a rich and diverse background, she brings a wealth of experience to her role, spanning across teaching, management, and administration in various federal and provincial departments. She holds a postgraduate degree in Urdu literature from University of Balochistan alongside the impressive achievement of being a gold medalist in B.Ed.
Professor Shabana Sultan embarked on her journey in the government service as a lecturer. Over the years, she dedicated herself to her role, consistently delivering her duties with diligence. She was promoted to the rank of Assistant Professor in BPS 18 in 2007. Professor Shabana Sultan has an impressive academic record, excelling in her studies and making significant contributions through her writings on children’s education and women’s health. Her articles have been published in local and national newspapers /magazines, and her research on topics like Non-Formal Education, Drug Abuse, and Women’s Development has gained widespread recognition. She has been honored with numerous awards and certificates from both government and non-government organizations at the provincial and federal levels for her impactful work. She has been honored with multiple gold medals for her exceptional contributions to story writing, spanning across diverse genres including children’s literature, thought-provoking short stories addressing women’s issues in Balochistan, and the art of crafting captivating “Afsaana Naveesi”
In 2014, she became a part of the National Institute of Management (NIM) Quetta, assuming the role of Additional Directing Staff for research. Throughout her tenure at NIM Quetta, she not only fulfilled the duties associated with her position but also took on the responsibilities of Directing Staff. This dual role showcased her dedication and competence within the institute. She has meticulously curated and designed numerous insightful case studies, some of which include the Ziarat Residency Incident, the Peshawar Pension Scam, and an array of in-depth Analysis Papers at NIM Quetta.
In 2017, she assumed the charge of Joint Director at the Balochistan Academy for College Teachers (BACT) and got promoted to BPS 19 as Associate Professor. In this capacity, she oversaw the training of numerous college teachers, both male and female, through preservice and in-service programs. Her contributions extended beyond training, as she played a pivotal role in shaping curriculum development and refining training methodologies.
Additionally, she also served as Director at BACT, where she organized a remarkable series of training programs for college principals, lecturers, librarians, and accounts staff. Her leadership marked a historic milestone, as these comprehensive training initiatives were conducted for the first time in the history of BACT.
In 2022, she was assigned the significant responsibility of serving as the Pioneer Principal of Government Girls Cadet College Quetta. This task involved building the institution from the ground up, and she demonstrated exceptional managerial and administrative skills. Under her guidance, Government Girls Cadet College flourished into a highly successful and operational establishment.
Her remarkable achievement as the Pioneer Principal of Government Girls Cadet College Quetta was duly recognized, and she was honored with a well-deserved Certificate of Merit for her exceptional contributions. In 2023, the Government of Balochistan bestowed upon her the distinguished Provincial Excellence Ameer Ali Award, a testament to her remarkable and transformative endeavors in the fields of Education and the Women Empowerment.

Mr. Aamir Naeem

With over 25 years of progressive experience in the education sector, Aamir Naeem is a seasoned leader in Educational Management, Policy Planning, Trainings, and Curriculum Development. His extensive portfolio includes senior roles in government departments, international development projects (including USAID and GPE), and academic institutions.

With over 25 years of progressive experience in the education sector, Aamir Naeem is a seasoned leader in Educational Management, Policy Planning, Trainings, and Curriculum Development. His extensive portfolio includes senior roles in government departments, international development projects (including USAID and GPE), and academic institutions, where he has led transformative initiatives in education research, technical and vocational training, EMIS, and professional development.
Aamir currently serves as Directing Staff (Research) at the Balochistan Civil Services Academy, spearheading policy research, training program evaluations, and strategic development aligned with emerging trends in civil service. He has previously held pivotal positions such as Associate Professor, Deputy Director (Academics) and Senior Research Officer (EMIS) in the Higher Education Department, Balochistan, where he contributed to system-wide educational reforms
His work spans strategic planning, capacity building, and curriculum reform, particularly in formal and non-formal education. He has also played a key role in teacher education reforms, having led large-scale pre-service training and scholarship programs under the USAID funded Projects.
Aamir holds an MS in Education Leadership & Management from Aga Khan University, Karachi, and an MSc in Physics from University of Balochistan, Quetta. He is a member of several national and international education and research associations, including PERA, INEE, and IRA.

Mr.Zulfiqar Ali
Additional Directing Staff
Mr. Zualfiqar Ali has earned M.Phil/Master of Teaching English to The Speakers of Other Languages (TESOL) from the education faculty of Monash University, Australia availing Australia Awards Scholarship Pakistan. He also holds a degree in Master of Education with specialization in teacher education from Aga Khan University, Institute for Educational Development, Karachi availing Strengthening Teachers Education Project-Pakistan (STEP) scholarship.
Mr.Zulfiqar Ali
Mr. Zualfiqar Ali has earned M.Phil/Master of Teaching English to The Speakers of Other Languages (TESOL) from the education faculty of Monash University, Australia availing Australia Awards Scholarship Pakistan. He also holds a degree in Master of Education with specialization in teacher education from Aga Khan University, Institute for Educational Development, Karachi availing Strengthening Teachers Education Project-Pakistan (STEP) scholarship.
He has authored and co-authored more than 5 research articles which have been published in the renowned Pakistani journals. Most of his research work spins around the Education Policy and practice, identity, curriculum, teacher education, assessment, indigenous knowledge, society, Information and Technology integration in learning and teaching and linking higher/teacher education with job-market. He has also presented research papers in renowned- national and international conferences dedicated to education and employability.
He carries more than 15 years of diverse professional experience of national and international level in the field of education extending from teaching, administration to policy development. He joined School Education Department on 19-03-2007 as Secondary School Teacher through Balochistan Public Service Commission. He also served as Deputy Head of Government High School Killi Khuda-e-Raheem, Dalbandin, Chagai. Later on, he joined Provincial Institute of Teachers Education Balochistan as Teacher Trainer where he was actively engaged in Training Need Assessment, Training Module development and Training conduction across Balochistan. Upon returning from Australia, he joined Policy, Planning and Implementation Unit (PPIU), School Education Department as Assistant Focal Person.
In PPIU, he was engaged in identifying new trends in teaching, learning and assessments, assisting in capacity assessment studies of individuals, organizations and institutions concerning to teaching, learning, assessments, curriculum and educational research, providing guidelines to all attached departments and partners in designing and conducting capacity development programs, Supervising the capacity development programs/projects in collaboration with M & E section, Establishing an effective coordination with BoC & EC, PITE, BTBB, BBISE etc for effective implementation of different interventions addressing issues pertaining to quality education and Developing policy proposals based on analysis of available data and propose solutions to issues related to quality education.
His international experience includes serving as Research Officer in Monash University, Student Administration Officer and Student Engagement Officer at Australian Technical and Management College, Australia.
Alongside, he remained the District Focal Person, Education for All and Convenor of Science, Technology, Engineering and Mathematics (STEM) Committee Balochistan. He strongly believes in life-long learning and is pursuing Ph.D. in Education from Gomal University, Dera Ismail Khan, Khyber Pakhtunkhwa.

Mr. Barkat Hussain Jamali
System Analyst
Mr. Barkat Hussain Jamali earned his Master’s Degree from Balochistan University of Information Technology, Engineering and Management Sciences (BUITEMS) Quetta in Computer Sciences. He holds M.C.S. and B. Com Degree from University of Balochistan. He achieved first position in the M.C.S. Examination held by University of Balochistan in the year 2006. His key expert areas are Database Management System, Data Mining and Artificial Intelligence.
Mr. Barkat Hussain Jamali
Mr. Barkat Hussain Jamali earned his Master’s Degree from Balochistan University of Information Technology, Engineering and Management Sciences (BUITEMS) Quetta in Computer Sciences. He holds M.C.S. and B. Com Degree from University of Balochistan. He achieved first position in the M.C.S. Examination held by University of Balochistan in the year 2006. His key expert areas are Database Management System, Data Mining and Artificial Intelligence.
Before joining as System Analyst at Balochistan Civil Services Academy, Mr. Barkat Hussain Jamali has a vast experience serving as focal person and the key representative of Science and Information Technology Department in various projects including technical expert for procurement of IT and IT enabled services in various departments of Government of Balochistan. On recognition of his meritorious services, he was assigned to evaluate the complaint resolution procedure by the Prime Minister Delivery Unit (PMDU) in the year 2019 and 2020. He was also assigned formulation and the review of the “Balochistan Digital Policy 2021”. He served as the key initiator in the project Digi Bizz Freelancing and Execution Program for one and half of the year. It is the Science and Information Technology Department’s program aims to empower the youth by earning online by rendering their services to the clients through online means using Internet.
He also served to public service delivery and other assignments assigned by Government of Balochistan. He joined Excise, Taxation and Antinarcotics Department in the year 2002 and served as Senior Database Administrator. He administered and managed Enterprise Level Database of Motor Vehicle Registration and Tax Collection System of
Balochistan Province comprising, Quetta and other 12 districts in a distributed database format. He provided proper system maintenance and troubleshooting of the system by frequently visiting districts. He ensured the critical system operations required in collection of various taxes to the provincial exchequer.

Mr. Khadim Ali Khawaja Khail
Deputy Director (Admin & Finance)
Khadim Ali Khawaja Khail, an accomplished professional with a wealth of 28 years’ experience in the field of Information Technology and Public Administration and currently serving as the Deputy Director of Administration and Finance at the Balochistan Civil Services Academy. With a vast educational background that includes a Masters in Information Technology (MIT), an M.Sc. in Mathematics, and a Post Graduate Diploma in Computer Science.
Mr. Khadim Ali Khawaja Khail
Khadim Ali Khawaja Khail, an accomplished professional with a wealth of 28 years’ experience in the field of Information Technology and Public Administration and currently serving as the Deputy Director of Administration and Finance at the Balochistan Civil Services Academy.
With a vast educational background that includes a Masters in Information Technology (MIT), an M.Sc. in Mathematics, and a Post Graduate Diploma in Computer Science, he holds a strong foundation in both Technology and Public Policy Implementation. His journey in government service commenced in 1995 when he entered the domain of public service through the Balochistan Public Service Commission. Over the years, he has held various significant positions, including Information Specialist, Incharge of City EMIS Quetta, Computer Programmer, Assistant Director, System Analyst in BEMIS, and Deputy Director in the same organization.
In addition to his government roles, he has contributed to academia as a visiting faculty member at the University of Balochistan and Preston University, Quetta, teaching subjects ranging from Management Information Systems to Software Engineering and more. He has also served as the Head of the Department for Computer Science and Commerce at the Government Degree Girls College, Quetta, further solidifying his commitment to education.
His career is marked by significant achievements, particularly in the field of Information Technology. He has been a Technical Member of vital projects such as the Procurement of laptops, computers, and solar systems, as well as the establishment of computer-based testing and assessment initiatives. His advisory role in the Canada Pakistan Basic Education Project, overseeing the setup of computer laboratories in schools of Balochistan, showcases his commitment to improving educational infrastructure and intellect in Balochistan.
Additionally, his expertise extends to the development of information systems and standard operating procedures for Baluchistan’s education management. He played a pivotal role in creating financial management systems and conducted critical audits during the challenging times of the Covid-19 pandemic. Furthermore, his contributions as a technical advisor in the Middle Level Japan Project and consolidation of audit parameters at the Directorate level have been instrumental. His dedication to continuous learning is evident through his extensive in-service trainings and workshops, including courses at the Pakistan Audit & Accounts Academy, the Academy of Educational Planning and Management, the National Institute of Public Administration, and more. He holds certifications in various fields of application software and has received specialized training in Oracle, Java, Visual Basic, Geographic Information Systems, and more.

Mr. Iftikhar-Ul-Islam
Program Officer
Iftikhar-ul-Islam is currently working as Programme Officer in the Balochistan Civil Services Academy (BCSA), Quetta. He has obtained his BSc (Hons) degree in Geography from renowned Government College University Lahore in 2014, and Master’s degree in Political Science from University of Balochistan in 2019. Throughout his educational life, he consistently demonstrated profound enthusiasm for learning, as well as commitment to academic excellence and achievement.
Mr. Iftikhar-Ul-Islam
Iftikhar-ul-Islam is currently working as Programme Officer in the Balochistan Civil Services Academy (BCSA), Quetta. He has obtained his BSc (Hons) degree in Geography from renowned Government College University Lahore in 2014, and Master’s degree in Political Science from University of Balochistan in 2019. Throughout his educational life, he consistently demonstrated profound enthusiasm for learning, as well as commitment to academic excellence and achievement. As Higher Education Commission scholar, he has been acknowledged and awarded for his outstanding academic performance and dedication to his studies which is a testimony to his academic achievement.
In addition, Iftikhar has qualified written competitive examinations for different positions such as Security Officer, Tehsildar twice and Development Officer, amongst others. He has always pursued his passions for learning new skills and knowledge leaving significant impact in his professional life. With diverse skills and experiences, he pursues continuously for excellence and a commitment to achieving success.
At his core, Iftikhar’s approach to life is centred around exploring and learning new things. In this regard he has demonstrated a strong commitment to learning. Given his academic and professional credentials, he is adaptable in any setting and eagerly anticipates taking on new challenges and seizing opportunities. He has joined civil service in the Balochistan government in 2018.
